Intrinsic to the new Regulatory Reform Fire Safety order 2005, is the need for end users or “the responsible person” to ensure the his fire safety contractors are “competent”
Section 8 of each of the eleven guidance documents clearly states:

IFEDA

The largest independent Fire extinguisher association set up as a forum for local companies to promote ethical commercial practices. 


The Independent Fire Engineering and Distributors Association was founded in 1989 as the independent representative body of fire trade companies. Unaligned to manufacturers our major role is to promote quality standards and professionalism in service delivery and the distribution of fire protection products. To promote these benefits to Government Departments, Fire Authorities, Insurance Companies, end users and other fire trade companies. To represent the fire trade at Government level in respect of Legislation and British and European Standards Committees covering all aspects of fire protection.

BAFE SP 101 Modular Scheme for the Contract Maintenance of Portable Fire Extinguishers

A prerequisite for implementing this scheme is having ISO 9001; this objective of the scheme is to provide a quality assurance process for the service of portable fire equipment. This ensures the service meets the requirements of the Fire and Rescue Authorities, the Legal requirements of fire laws and commercial insurance companies.

BAFE ST 104 Modular Scheme for Service Technicians working to Contract Maintenance of Portable Fire Extinguishers

A prerequisite for implementing this scheme is having ISO 9001; the employing firm must implement BAFE module SP 101 (above) this module is designed to be applied to individual Technician Personnel / Engineers, it ensures they are periodically audited by BAFE as a third party inspection.

BAFE SP203 Modular Scheme for Fire Alarm, Detection & Suppression Systems

The modular scheme was written and developed by a board of stake holders drawn from all quarters of the industry, Chaired by the British Fire Protection Systems Association (now the Fire Industry Association (FIA)) and was four years in its development prior to its official launch in July of 2002.

BAFE's newest scheme objective is to provide a means by which, fire protection system users and regulatory authorities can be confident that the companies providing the design, installation, commissioning, handover and maintenance of such system have processes in place to effectively undertake such activities within their defined scope of work. 

The scheme has been split into four modules, the intention of this is to ensure that you only gain BAFE registration for the modules in which you are competent to work within. The four modules are:-

  1. System Design
  2. Installation
  3. Commissioning and Handover
  4. Maintenance


Like other BAFE schemes a certificate is the basis upon which confidence is built. At the end of each modular stage a certificate can be issued by the BAFE listed company, so if there are four different companies involved in the complete process on one premises then you would end up with four certificates from each of the respective organisations. The opposite could also be true and one company could be undertaking the work on all four modules in which case you would only end up with one certificate, but this would relate to all of the modules.

The reality will probably be some where in between the two scenarios identified above. Typically with a new building project where the design, commissioning and maintenance is likely to be provided by a specialist fire alarm company and the installation being undertaken by an electrical contractor.
